I have to amend my 2016 return and I lost the Turbotax file and have to recreate it. If I try to download 2016 Fidelity data will it work? Or only 2019 data is available.

Sorry you can only import the current year, so only 2019 1099s when the brokers make them available, usually in February.
Try going to the Fidelity site to print out the 2016 information and then enter it manually when you amend.
