20023 deluxe turbo tax program is not allowing me to enter my adult son and his girlfriend under other dependent credit. I checked irs.com and they should both qualify.

Enter them as dependents in the dependent section.   Make sure you go through the questions slowly - you will be in effect answering the questions from this article (qualifying relatives).
