According to the Job Corp page, this is all considered taxable income. Taxes are not withheld due to the assumption that their income will be too low to have a filing requirement. So if he had any other income or received a total of more than $14,600, he will need to file a return. If his total income was less than $14,600, he would not need to file a return.
