When you enter the 1099-G in the federal 2020 return the program will automatically enter it on the Sch 1 twice ... once on line 7 and the allowed excluded portion on line 8. Then if your state did not also exclude part/all of the unemployment benefits like the feds did then this will be handled in the state interview.
