I entered all 1099 info in the federal return, but the Pennsylvania state return shows a vastly larger total for Interest, dividends and Capital Gains Loss. Why would that happen?

I tried to duplicate the error you are having on your state return, and the interest, dividends and capital gains are reporting exactly like the federal on the state return. You may want to review the entries for your interest, dividends and capital gains and make sure you don't have a duplicate entry somewhere.
To review your entries on the Federal return, follow these instructions in TurboTax,
the Pennsylvania capital gains data was automatically downloaded. It appears that it shows up on the worksheet but not in the return. How do we fix this?
It depends. I recommend you delete your import and the state, check for updates in your software and Windows, and re-import. This will assure that your data is properly carried to the state and everything is properly updated to the current status.
