1099 R Line 16 question

On my Form 1099R  in line 16 is EMPTY. Turbo Tax continues to tell me I need to have a number in the box. I've put in 0.00 and also left it empty, however it continues to say its incomplete. I did the same on last years taxes and it went through. why is it not letting me continue??

If you have an amount in Box 14, State Tax Withheld, there should also be an amount in Box 16, State Distribution (either the Box 1 or 2a amount).

If there is no amount in Box 14, you can leave Boxes 14-16 blank in TurboTax.
