If a person started a new job at the end of November (like after Thanksgiving) 2023 and made less than $4,000 but their employer does not hold taxes out and has not issued a 1099, how do they pay the taxes on that? Employer states they are not sure they have to issue a 1099 due to the amount being so little.

They have to give you a 1099NEC for $600 or more. That is self employment income. You need to fill out Schedule C for it and pay self employment tax on it.
You can enter Self Employment Income into Online Deluxe but if you have any expenses you will have to upgrade to Premium or use any of the Desktop CD/Download programs.
How to enter self employment income
Just enter your total income as Other self employment income or as Cash or General income. You don't need to get a 1099NEC or 1099Misc or 1099K. Even if you did you can enter all your income as Cash. Only the total goes to schedule C.
