Hello, I have a question regarding individual tax payers being able to issue a 1099-NEC. I plan to hire an independent contractor this year. In order to report the compensation I give them, do I need to register as a sole proprietor / business? Or can I (as an individual tax payer) generate a 1099-NEC and e-file with IRS and give a copy to the contractor? TIA.

Yes if you are a business or self employed and file on Schedule C you can issue a 1099NEC. Why do you want to give a 1099NEC?
You need to give a 1099NEC (previous a 1099Misc) to anyone you paid $600 or more to for the year. But not to corporations or for merchandise. You send the IRS a copy of the 1099NEC with the transmittal summary form 1096. These are due to the person by Jan 31 and to the IRS by Jan 31 also. You need to use Online Premium or the Desktop Home & Business program.
