I received a 1099 misc form from working for a high school band as an instructor, but do not live there... only Section 7 (nonemployee compensation) shows dollar amount. I do not see anything in the State tax withheld (Section 16). Can I still file this to receive taxes from the other state or no?

no - why would the state refund you money if you had nothing withheld?
Depending on the state where you earned the 1099 money, and the amount earned, you may be required to file a state tax return in that state. But, if you didn't pay tax to that state, there won't be a refund and may be a tax due to that nonresident state.
Filing requirements vary by state, and some states don't tax income.
