Question

1099-Misc without schedule c

I have small income from consulting and received 1099-Misc.

However, Turbo Tax is not allowing 1099-MISC without schedule C.

I don't have a business set up for the income I received. It's a simple professional consulting.

Sorry that is self employment income and you need to report it on Schedule C.  Yes you do have a business for it.  You are the business.

To report your self employment income you will fill out schedule C in your personal 1040 tax return and pay SE self employment Tax.  Here's a Schedule C  https://www.irs.gov/pub/irs-pdf/f1040sc.pdf

You can enter Self Employment Income into Online Deluxe or Premier but if you have any expenses you will have to upgrade to the Self Employed version or use any of the Desktop CD/Download programs.

I'm not sure if this will help, but when I get to my 1099-Misc, I always enter it directly in the form.  At the top of the screen click "view" then "forms". It should take you to the appropriate form based on where you were in the guide me screen. Turbo Tax kept thinking I had a farm when I added my 1099-Misc in the guide me screen. This trick seems to bypass the follow-up questions. When you go back to the guide me screen, just continue to the next topic.
