I filed last year before the $10,200 exclusion bill passed. How do I claim that on this years taxes?

You don't. It goes on your 2020 return. But the IRS should have adjusted your return for it and sent you the difference. Unless your 2020 income was below the taxable amount. What was the taxable income on line 15? Maybe the 10,200 exclusion won't make a difference in the tax.
