California law does not conform to the TCJA regarding the suspension of the deduction for moving expenses except for members of the Armed Forces on active duty. This means non military person can deduct moving expanses using federal form 3903. But my CA state return using turbotax does not have the entry for it. How do I claim it?

You must go to the Federal Taxes section and enter it under Deductions & Credits- Moving expenses. TurboTax will then apply it to the California state return.

Trying to deduct from California TurboTax
You can't enter it under form 3903 unless you are military. I was told to down the desktop version and got the same error .....so where can I enter my moving expenses so I can claim on my California Taxes?
You will have to enter it in the federal section, for the questions "Was your move due to a permanent change of station (PCS)?" answer Yes then enter your expenses. Look for the "Review your moving expenses info" summary and Edit.
This time, answer the "Was your move due to a permanent change of station (PCS)?" NO. You need to see the "It Looks like you expenses don't qualify for this deduction". When you go to California, it should now ask you about the moving expenses.
