I became a U.S. citizen who now gets foreign nations' social security, already taxed there (NL & FR). Must I declare on 1040? If so, how can I avoid being double taxed?

Yes, as a US citizen you must report all of your income no matter the source.

Once the income has been included on your return, you can claim a foreign tax credit for the taxes that you have already paid to the foreign country. 

Take a look at the TurboTax articles below for some guidance to enter your foreign income and to enter the information to claim the foreign tax credit using Form 1116.
