Yes, you'll receive your second stimulus payment even if you owe back child support. 

“Your second payment will not be offset for any federal or state debts and is protected from garnishment,” the IRS said.

• So while those who owe child support lost their first payments, the second stimulus payment won’t be taken to repay overdue debts.

Don't count on it to pay a bill since you may not get it .  The ADVANCE payment is definitely not to be taken however  we have seen any processed returns yet to confirm it will not be taken  if this  is part of the 2020 tax return refund.  On the form 1040  there was no provision to separate it from the rest of the refund so be safe and don't spend it till you get it.
