Why is TURBOTAX asking me for a "province" as I'm living OUTSIDE the US?

The only way TurboTax will ask for a "Province" is if you select "Foreign Address" in the Mailing Address interview screen. 

Lots of U.S. taxpayers live abroad, and a valid mailing address is required by the IRS (in case they have to contact you about your return).
