There are a couple of reasons that TurboTax would determine that you're not eligible for the credit:
1 - your child was older than 13 years old,
2 - both spouses don't have income in TurboTax yet,
3 - you've received tax free dependent care benefits
To verify that you're eligible for the credit,
- Check your child's birthdate to make sure TurboTax is calculating the right age.
- If the birthdate is correct, make sure you've checked the "Spouse W-2" box on the appropriate W-2 so that TurboTax correctly allocates some income to you and some to your spouse.
- If the W-2s are allocated correctly, check box 10 of your W-2s for any tax free dependent care benefits. You generally can't receive tax free benefits and a tax credit for the same expenses, so if you received these benefits you will usually not be eligible for the credit as well.

There is nothing to "upload" about the childcare credit. You key in your information. Before you try to work on the childcare credit you must enter all of your combined income, whether it is W-2 income or self-employment income. The credit will not work until you have shown income from working.

You will not get the childcare credit until (unless) you enter income earned from working. The credit does not work unless you enter your income first. If you are filing a joint return you must show income for both spouses, or show that one or both of you was a student or disabled. If you have self-employment income and show a loss you will not get the childcare credit. You will not get the credit if you are filing married filing separately.
If you have entered all of your income and you have entered your dependent(s) then work on the childcare credit by entering the Tax ID or Social Security number of your childcare provider and enter the amount you paid for the childcare.
