When I enter the foreign countries from which I received dividends as well as the foreign taxes paid, the proper 1099-DIV account listed in Sch B does not pop up
and I can't enter the proper info to get the foreign tax credit.

When you enter your 1099-DIV, be sure to check 'My form has info in more than...' under Box 1b, so you will be able to enter your Foreign Tax Paid in Box 7 (screenshot).
Continue to 'Report Foreign Dividends' entry (screenshot).
Under Deductions & Credits, scroll down to Foreign Taxes and EDIT.
'Foreign Tax Credit' screen acknowledges reporting of Foreign Tax on 1099-Div (screenshot).
Continue until 'Reporting Foreign Taxes Paid' (screenshot).
Leave RIC as 'Country' on next screen, 'Where did you Receive Dividend Income From?' so it links to your 1099-Div entry (screenshot).
Continue through to the end of the Section.
