What type of foreign entity is a foreign government?

I have foreign government bond as an investment asset. TurboTax asks me to choose the foreign entity type for the foreign government for the form 8938. The given choices are Partnership, Corporation, Trust, and Estate. Which one should I choose?

When you are reporting your other foreign financial assets as a foreign government bond, select that this is not an interest in a foreign entity then you will be able to select "individual" as being the foreign government and will be able to put all the information on the Form 8938 in this way (See Screenshot).
