What is the FMV/Adj Basis of an inherited second home used as family vacation home?
3 children inherited property and later 1 of those children paid 1/3 of the total value of the home to each of their siblings so that 1 owned it by themselves. That child paid for permanent improvements since then, and now sold it in 2018. Can the payments to the siblings be used in the cost basis, and the cost of permanent improvements?

Yes, the cost basis would be the market value of the 1/3 you inherited at the time of the prior owner's death, the amount you paid the other owners for their share, plus the cost of improvements you made.
