now turbo tax is giving me the earned income credit for my 16 year old son, but not for my 18 year old daughter who is in school and i fully support her. based on tax law she should qualify up to 19(not in school) and 24 (in school)
so i am confused and believe it may be broken

Is it possible that you are confusing the child tax credit with earned income credit? You lose the child tax credit when the child turns 17, but you can still get EIC for a qualified child dependent who is under the age of 24.
Look at your 2025 Form 1040 to see the child-related credits you received
