The IRS requires you to file form 8889 if there were any contributions to your HSA or any distributions from your HSA (i.e., form 1099-SA).
For most taxpayers, contributions to their HSA are reported in box 12 with a code of W on their W-2.
If you don't have a code W on your W-2 AND if you never made any contributions directly to your HSA AND you never spent any money from the HSA (so, no 1099-SA), then do NOT check that you have an HSA on the "tell us about your medical accounts" screen.
If you don't enter any of these things, TurboTax will not know that you have an HSA (you do, but it was inactive in 2018).
HOWEVER
, if you have a code W in box 12 of your W-2, then your HSA received contributions, the IRS requires you to file form 8889, and since form 8889 is not supported in the Free Edition, you will have to upgrade to TurboTax Deluxe.
