I did not receive all of my taxes I got partial and they are saying their is a fee so if I pay the fee will I get the rest of my taxes?

What refund did you get?  It might have only been for the state refund.  

Who says there is a fee?  Did you get an email to pay the Turbo Tax fees?  Were they suppose to come out of your refund?   If the IRS is taking too long to send your refund or adjusts your return they will ask you to pay the fees, see step 3 under What happens if the IRS reduces my refund......

If you don't pay they will automatically debit your bank account. Then when the IRS does send your refund they won't take the fees out again And, Why you got charged,

It says “Please pay outstanding balance for turbo tax so if I pay that will the rest of my taxes come?

Probably but maybe not for awhile.  You only get the refund when the IRS sends it.  Sounds like it's taking the IRS too long to send your refund.  But you have to pay the fees anyway.

I think it’s from my federal
