Turbotax is asking if she received a stimulus check and technically the answer is no as I received it on her behalf. Should she answer this question as "Yes" so as not to receive the credit again. I assume the IRS would not send $1400 to me and then to her now that her filing status has changed.

Correct. She *did* get the stimulus but it went to you.
She is eligible to claim the third recovery rebate for 2021 provided she no longer qualified to be considered a dependent. She was claimed as a dependent on your 2020 return, and you received the payment from the IRS. If you are not claiming her this year, and she is claiming herself, she can claim the recovery rebate.
She would answer no to the question about the third stimulus if she is not a dependent for 2021. She can claim herself and take the credit since the payment did not go to her. You will need to report the stimulus received on your return even if you don't pay it back.

She can say she did not receive the 3rd stimulus and will most likely receive it. On your return you will have to show how much you received and your will refund should be reduced by the $1,400.00 that you received for claiming your daughter in 2020.

@macuser_22 is not correct here. SHE did NOT receive the stimulus. You received a stimulus for "a dependent". It is not tied to her specifically nor tracked by her social security number.
She did NOT receive any stimulus and should say so and claim the $1400 on her own return.
If you were talking about a child tax credit (say with two different parents) then it's different - but for the Economic Impact Payments, it is not correct for her to indicate that she received anything. She did not. She is completely entitled to the $1400 if she is not a tax dependent for 2021. The IRS has addressed this type of scenario on their website in their FAQs. It is perfectly acceptable for her to claim this credit, even though you may have received the same amount for having her as a dependent.
Can you find this in the FAQs? My concern is that the $1400 I took for her will be added on to my taxes owed when she claims it for herself. I have had so many answers saying opposing things.
This link, 2021 Recovery Rebate Credit, can help with your questions. Since you qualified to receive the credit with your 2020 tax return and she now qualifies for the credit based on her 2021 return, you both qualify to receive the credit and you will not have to pay it back.
If you got a Stimulus payment for a dependent you aren't claiming for 2021 you don't have to pay it back. And they can get it on their own 2021 return. On their return they say NO they didn't get it - because you did.
The 3rd Stimulus payment is really based on 2021. The IRS just sent the checks out using 2020 to get them out fast.
