I am trying to file my state return and box 17 on my W2 is incorrect I need to edit it is saying I owe taxes because it has my withheld tax as 818.00 when it's actually 4818.00

If your employer posted the W-2 incorrectly you will have to have him provide a corrected W-2. The IRS has the original W-2 on file right now, and as far as they know it is correct.
If you simply posted it incorrectly. You can go back into the W-2 and make the change.

Navigate back to the Federal taxes section, go to the Wages&Income page and edit that W-2.

2....IF you have E-filed already:
, you'd have to wait for the Federal and state to reply about whether they accepted, or rejected your e-file. IF the Feds Reject, then the state is also automatically, then you can edit the W-2 entries (and fix what caused the rejection) and re-e-file.
IF the Feds and State accept your E-file...then you wait for the refund, or pay what you owed on the first filing, and in mid-late Feb, you'd start the Special Amend process to fix it, and mail in the amend paperwork. (whether Amending the Federal would do anything...depends on what else is in your Fed tax return...but the Amended MA would/should result in a refund.)
