State refund

I received my state refund; however it was less than it should have been. The state agency said that TurboTax took a fee out of the refund. Wasn’t this supposed to be taken from the federal refund?

It can be taken from either the state or federal refund.

I filed, My Fed and State were accepted. The Feds took what I owed and I got my Ma refund. However turbo tax wont let me finish the Amend
