Could you please clarify – what state are we talking about?

Some states don't have itemized deductions, while others require you to choose the same deduction you took on your federal return.

Im refering to New York. Last year I took Standard on my federal and itemized on my state.

In order to itemize your deductions on your New York State return, you must first enter them on the federal screens. Once that is complete, your deductions will flow to your New York State return automatically. 

 

Please go back through your federal interview screens under Deductions & Credits and enter of your itemized deductions.

I am having this same issue for Oregon 2022.  Oregon allows itemized deductions when filing Standard deduction on Federal but TurboTax isn't allowing me to choose what deduction I want for my State. 
Last year I found a workaround where I had to change Federal to Itemized which filled my state in accurately to Itemized & then I changed my Federal back to Standard & state stayed Itemized.  This year though, when I change the Federal back to Standard, it changes my state back to Standard as well.  This is really frustrating!

I tried to duplicate your situation. I entered enough deductions to itemize on OR but not enough for federal. The forms show the OR-A and Form 40 shows the itemized deductions on line 16. Federal shows standard deduction. My return is correct.

You are correct that I did not get to choose standard or itemized for OR.

 

To preview your return:

In desktop, switch to Forms Mode. 

For online, see How do I preview my TurboTax Online return before filing?

 

If you still have a problem and are online, you may have something stuck. OR isn't a hard state to do again so I would suggest these tips:

  1. Delete the state - if not paid
  2. Log out of your return and try one or more of the following:
    • Don't use Internet Explorer.
    • Clear cache and cookies,
    • Sign in using a different browser.
    • Sign in using a different device.
  3. Log back into your return.
    • Enter the state again.
