I paid off my mortgage in December, 2020 and my real estate taxes were being paid through my mortgage company.  As of December, 2020 when the mortgage was paid off only the summer taxes had been paid.  I paid the Winter taxes January 18, 2021.  Should I include the winter taxes in my 2020 income tax filing?

No, you can only deduct the payments in the year that you paid them.
