In 2020, I paid $15k is California income tax (after a refund for excess withholding). IIUC I should be able to claim $10k that as an itemized deduction on my 2020 federal income tax. But when I go to Turbotax's section on deductions, the "Let's compare your sales tax and income tax" page says "your state and local income tax deduction" is $0. It should already know about the taxes I paid because it has my W-2s, so why isn't my state income tax withheld listed here?
I also don't see anywhere I could add it on the previous page about "Estimates and Other Income Taxes Paid".

I assume you are using the CD/Download TurboTax software for 2020. Go back to the screen where the W-2 is entered and make sure the state withholding is correctly entered in box 17, and that the information in boxes 15 and 16 is correct.
If you need more help, please state what TurboTax edition you are using (Basic, Deluxe, Premier, or Home & Business), and whether you are using it in Windows or on a Mac.
We here in the community cannot see your tax return. You might have to call TurboTax support. With your permission, they can screen-share with you to see what's going on. To call TurboTax support, go to the following link to get a phone number to call, during the hours that support is open. I don't know what their hours are over the Thanksgiving weekend.

Yep, that was it! Thank you for the pointer.
