If I am taking the standard deduction on Federal, but I would like to itemize deductions for Kansas, why is it taking the standard deduction on the K-40?

Here are the KS rules regarding itemized and standard deductions:
Standard deduction claimed on federal return
Taxpayer must take the Kansas standard deduction.
Itemized deductions claimed on federal return
Taxpayers can itemize Kansas deductions or claim a Kansas standard deduction, whichever is to their advantage.
MFS
If one spouse itemizes, the other must also itemize.
If you do not itemize on your federal return, you cannot itemize in Kansas.
