Missing "other half" of Child Tax Credit when filing my taxes for 2021

Hello, I've seen a lot of traffic on here regarding "where is the other half" of my CTC.  I took the advance payments last year, and like many I was expecting to see the other half while doing my taxes right now.  Yes, line 28 in my 1040 shows my other half is there, but it is not reflected in my refund.  Comparing my 1040 from this year to the last 5 years- all done in TurboTax, I found the difference and I'm wondering if anyone else has seen this.  Comparing this years to last years, it shows on line 16 that my "Tax" is almost the same amount as my missing other half of the CTC.   Every year for the past 5 years, line 16 on my 1040 is $0.  Every year until now.  And the only thing that changed in my situation was the new CTC and taking the advance payments.  The new CTC was supposed to be fully refundable, non-taxable.  But it appears from line 16 that is not the case.  Why would my tax on line 16 go from 0 to several thousand, if not for the new CTC?  Thank you.
