In order to be eligible for participation in an HSA account, you cannot be receiving Medicare benefits. There is no such rule in place for participating in an FSA program, since it is an employer-related plan.
An FSA is not reported on your tax return. However, don't include any medical expenses in your list of deductible expenses if they were paid from the FSA, since you already paid the expense with tax-free money.
