The form 8960 is used to report net investment tax for individuals, estates, and trust.  You must enter the state and local taxes paid on Schedule A (Itemized Deduction), then the state and local taxes will be transferred over to form 8960  Part 2, line 9B. Otherwise,, you can't use taxes as investment expenses allocable to investment income.

I have same issue - just to be clear you believe you cannot take state and local taxes on form 8960 if you take standard deduction?

Not clear from IRS instructions.

I believe that what Joanna was saying is that the way to enter the taxes for the 8960 is to go to Deductions & Credits->Your Home->Property taxes and enter your property taxes there, whether or not you intend to take the Standard Deduction or itemize. If they apply to the 8960 in any case, they will be taken from this entry.
