The $3000 child tax credit is no more than talk at this point.   It will take an act of Congress to make that happen,  Congress has not acted on it so if and when it ever happens, it will become part of the tax law,  You have no reason to look for it in the current tax software.

The United States is still a democratic republic, not a monarchy, no matter whatever any particular occupant of the oval office thinks.  Any changes to the tax laws must be passed by both houses of Congress and signed by the president, and that has not happened yet.
