I received a property tax relief check dated March 1, 2017. Should this be reflected in my 2016 taxes or next year's?

You would report that on your 2017 tax return when you prepare it in 2018. If you deducted property tax and then got a refund, you claim that as miscellaneous income as a refund of a previously deducted expense.

I just called the NYD Dept. of Tax n etc..  Guy told me that you enter the dollar amount for the year/date YOU DEPOSITIED THE CHECK.  So, for example my 2019 check was issued on 12/31/18 but I didn't get it or cash it until the following week (i.e., January of 2020)......So, I will need to wait until I file the 2020 tax return.

Let me get this straight. If it was issued on 12/31/2018 but if you didn't get it until the following week, wouldn't the date be January 2019?
