I bought an rv in 2019, was charged 200.00 for license/title and 327.95 for doc stamps. where do i claim this?

It would go in personal property taxes section assuming it's deductible.  Here is the IRS discussion on the subject.  For example the license tax is deductible if your itemize, but the stamp tax would not be. 

In TurboTax

1.  Click "Deductions & Credits" at the top of the page

2.  Scroll down to "Cars and other things you own"  

3.  Click "Show More" 

4.  Click "start/revisit" "personal property taxes"
