2) IF Desktop...MAC or Windows? (and which OS rev are you using?)
Was a fix identified for this? I'm experiencing the same problem. Running TurboTax Premiere, desktop, Win 10.
Try the following.
If you still do not see the above screens, select the Online option in the top menu and select Check for Updates to ensure your software is up to date.

......TTX should only be installed and run as an Administrator.....not in some guest account without administrator privileges...but it's hard to know each person's exact setup.
But even if you did that already, there is an internal setting that sometimes needs to be implemented also ...(for some strange reason).
So...Save your tax file and Exit TurboTax....then:
1) right click TurboTax 2019 icon
2) Select … Properties
3) Select the Compatibility tab
4) In the "Settings" box … check the box to "Run this program as an administrator"
5) Apply...OK...then restart the program and try again

Running in administrative mode worked for me. Phew.
This problem occurred again while doing my 2022 return. I right clicked the TurboTax icon and selected "Run as Administrator" and the problem went away.
FYI - This problem occurred again as I am completing my 2024 return. I am on Windows 10 and desktop version of TurboTax. When clicking on "Property Taxes" to enter my 2024 property tax amount, the screen comes up blank. So I exited TT, right clicked on the TT icon on my laptop desktop, selected "Run as Administrator" and the problem went away - the property tax entry screen came up.
