Unable to locate on the IRS website where this credit would be entered. You can call the IRS to see if they can help but using them is no guarantee -

When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
- After it asks twice, you will get another menu.
Press 2 for personal or individual tax questions.
Then press 3 for all other inquiries
It should then transfer you to an agent.

The extra credit for energy communities applies to the section 45 and section 48 credits for energy producing businesses and home builders, not personal property.

If you think you are an energy producing business (maybe because your solar panels are so large that you sell back to the utility more than you use), then you need to be filling a business tax return, and you need to see a tax professional about these credits. They are not available to homeowners through Turbotax. (They might be in the business section, I haven't looked for them.)
Are you sure homeowners cant claim this extra credit? I was told by the solar company that we can.
Yes, it is correct that homeowners CANNOT claim this extra credit.
A 10% increase is available to applicable facilities that are located in low-income communities or on Indian land. A 20% increase is available to applicable facilities that are part of a qualified low-income residential building project or a qualified low-income economic benefit project. the Energy Community Tax Credit Bonus applies a bonus of up to 10% (for production tax credits) or 10 percentage points (for investment tax credits) for projects, facilities, and technologies located in energy communities. Increased credit amounts or rates are available to taxpayers that satisfy certain energy community requirements under Section 45, 48, 45Y, or 48E of the Internal Revenue Code.
The homeowner credits are under section 25C and section 25D. Section 45 and 48 are business credits. As a private citizen (not a business) you are not eligible for production tax credits or investment tax credits under sections 45 or 48.
