I had excess SS tax withheld in 2022 due to changing jobs in the year. I have a W2 from each employer which TurboTax auto-populated correctly.
If I were doing this manually I would take the difference between the sum of the amounts in Box 4 " Social security tax withheld" from each W2 with $9114 and put that in 1040 Schedule 3 Line 11, which would cascade as a credit to on the return.
Why is TurboTax not doing this?

It should be. Are you married? Be sure each W2 is entered under the right person. Didn't Turbo Tax say you have an excess? Go back and double check your W2 entries, you may have entered box 3 & 4 wrong. A lot of people who have asked this found they did enter an amount wrong.
How much is in each box 4? And the EIN is different on the W2s?
I am not married. EIN differs for each W2. The W2s are entered correctly they were in fact autopopulated by TurboTax and I checked the numbers.
I now get a page saying "Congrats looks like you're getting some cash back" showing me the two SS tax amounts from the two W2s, but when I press Continue, my refund estimate does not change and it does not reflect the excess SS tax paid.
It was added before you saw that message. And you checked 1040 line 31?
Before filing, You can preview the 1040 or print the whole return
It makes me pay to print it out. I'm not going to pay unless I know they can get it right. The refund estimate on the top left and the breakdown of the refund is wrong.
It was not added, they are accounting only federal withholding.
You do not have to print it out to review the Form 1040.
I tested this with TurboTax and did see the results of the excess because of two or more employers. You can use the steps below to review your Form 1040 before you pay for the software. When you review your Form 1040, check line 31, and scroll to Schedule 3 to review line 11.
Using the Tax Tools:
Oddly enough I do not have a "Preview My 1040" option. I can "Save your 2022 return to your computer," but its a file with a proprietary file extension that I cannot open.
In the "View Tax Summary," the refund amount is still incorrect, not accounting for any of what should be in Schedule 3 Line 11, and I cannot get more depth than that since it only gives 18 lines.
Once you click the 'View Tax Summary' that's when the 'Preview my 1040' populates in the side menu.
I know you have been over this, however one last comment is to double check again the entries for the W-2s. And the total gross income in box 3 on each W-2. The combined total must be greater than $147,000 for there to be an excess.
Here's the entirety of what I see in "View Tax Summary", I do not see any "Preview My 1040" option. I also do not get the 2nd gray bar on the side that you are showing:
To your second point, yes, combined total Box 3s on the W2 exceed $147,000 and the combined total Box 4s on the W2s exceed $9114.00.
As I said earlier, if I goto "Wages and Income," "Edit/Add" on "Job W-2", and click "Continue", I get the following indicating that it is detecting my situation:
However, once I click "Continue" here there is no impact to my refund either on the top left of the screen or in "View Tax Summary"
So here's what I want you to do.
1- Delete all the input information from both of your W2s.
2- Reenter the W2 information on both employers from the beginning. Make sure that your SS income on line
3 and ss tax withheld on line 4 is entered correctly. Please don't confuse the two.
3- Then, I want you to manually calculate the two figures on both of those line 4's to make sure they are greater than 9,114.
4- should get a message saying Congrats! Looks like your getting some cash back.
5- Then, I want you to click on Tax Tools, Tools, View Tax Summary and then Preview my 1040
6- Then , I want you to go into Preview my 1040. Scroll down to Line 31, then further down to Sch 3, Part 2
Line 10A, Line 11 -this is where you will see the Excess SS Tax Withheld and then again further down to Line 15.
