Yes, a new car purchase anytime during 2012 would count towards car registration fees that can be deducted on your 2021 tax return.  However, in order to deduct any allowable registration fees and taxes, you will need to itemize your deductions.  If you take the standard deduction you will not be able to deduct any registration fees or taxes.
