I have entered my taxes paid on personal residence for 2020 and when I input into the requested State (Illinois) I get a reply themy tax qualifies as zero.

It depends. Make sure you didn't indicate you paid property taxes elsewhere(farm, rental, or business) when it asks you this question in the Illinois interview.
