During Turbo Tax Review, it says "Form 8941-T: Prior Form 8941 must be entered"
Question C "Does a tax return you (or any predecessor) filed for a tax year beginning after 2013 and before 2022 include a Form 8941 with line A checked 'Yes' and line 12 showing a positive amount ?
-Yes. Stop. Do not file Form 8941
-No. Go to Line 1
Line 1. Enter the number of individuals you employed during the tax year who are considered employees for purposes of this credit.
Prior year tax returns did not include a Form 8941, so the correct answer is "No".
But, if I answer "No", it tells you go go to Line 1, which does NOT apply to me either.
The answer should be No, and Stop. Do not file Form 8941
I think these answers and questions are incorrect ?

Eligible small employers use Form 8941 to figure the credit for small employer health insurance premiums for tax years beginning after 2009.
For tax years beginning after 2013, the credit is only available for a 2 consecutive tax year credit period.
If that does not apply to you, delete the form:
