I entered my capital gains on the federal return but did not end up paying taxes due to income levels. Oregon taxes all capital gains as income but it didn’t flow through. Where do I enter capital gains on Oregon return?

Are you sure that it didn't flow through? When you go through the return does it show the net gains as income at all? All of your federal income should be there. If it's not double check your residency - make sure you have entered that you are a full year resident.
You are probably better off having someone walk through the return with you to look at your entries so I recommend getting live expert help.
