Our dependent child had business expenses, can we add those expenses to our return?

She is 19 and is a paid performer and an artist.  She earned income for both and there have been costs associated to both: performers insurance, audition travel expenses, costume costs, supplies, etc.  But she did not earn enough to claim herself

Our dependent child had business expenses, can we add those expenses to our return?

She does not have to claim herself; she can still file a return and check that she is being claimed by someone else.  You would claim her as usual, and would claim her education expenses.  

She would enter all her own income and expenses on her own tax return.  The objective would be for her to get a refund of any tax she had withheld during the year.   If her income was all reported on a 1099-MISC box 7, and she had enough expense to lose money overall, she may create a net operating loss on her return which she could choose to carry forward and use in future years when she may have a profit.

  If her income was reported on a 1099-MISC and totaled more than $400, she would have to file as self-employed for that income and may owe social security and medicare tax.  In that case, she is required to file a return.

You may want to look at this Free version for her return.  It does for free many more forms than our regular Free.
