It depends. Try using the steps that DanaB27 used in her post to report a foreign Day Care provider,
After Foreign or U.S. Territory is selected there should be an option to choose which U.S. Territory so the Zip code can match. Intuit needs an update to correct this or it can cost customers to loose on tax deductions. How to get this correction done ASAP.
@IPV When entering your Mailing Address, in the box labeled Type of mailing address, from the dropdown choose U.S. territory. Then enter your address and city. In the box labeled U.S. territory select your territory. Then enter the zip code for your address.
You have to change the TYPE of address to get a drop-down of the territories.

If you have selected "Foreign Provider" and selected "Foreign or U.S. Territory" in the state drop down box, leave the zip code blank. This will allow you to proceed without the error.
