It depends. Try using the steps that DanaB27 used in her post to report a foreign Day Care provider,
- "Login to your TurboTax Account
- Click on "Search" on the top and type “child care”
- Click on “Jump to child care”
- Continue until "Let's get some info about your care provider" screen and select "Other" and then "Foreign Provider"
- Fill in the information and see if this will satisfy the zip code requirement.
