My husband has a HSA account from work but we didn't receive distribution, we should not have received a 1099-SA correct?

My husband has a HSA account from work but we didn't receive distribution, we should not have received a 1099-SA correct?

Yes- If you didn't received money from the HSA account OR use it for medical expenses OR roll the funds into a new account... then, yes, you would not have a reason to get a Form 1099-SA.
