For example, in France, we don't yet count as residents (for tax purposes) because we were here for fewer than 6 months in 2018.

Yes your time in France counts as "living in a foreign country" for the purpose of your 2018 taxes. The fact that you do not yet count as residents (for tax purposes) in France has no affect your living in a foreign country on you 2018 taxes.
