To pay for the TurboTax account fees you must have a US credit card with a US billing address.
If you have a US billing address and are having a problem with the credit card being accepted then follow this procedure assuming that you have a foreign mailing address –
Go back to the My Info section, located on the left side of the online program screen. Edit the Mailing Address. Change the Type of Address to US (using the dropdown). Enter the billing address. Go back to the File section to complete paying for the account with the credit card.
After the payment has been completed, go back to My Info and Edit the Mailing Address again. Change the Type of Address to Foreign Country and enter the original address.
Tried this method numerous times including logging in and out still doesn't work keeps saying that I am missing info.
You should be able to e-file with a foreign address.
If you receive an error stating that you're missing information, it may not be due to the address. If you are unable to file electronically and you prefer to mail your tax return, you can do so. Here is a link with information.

I am a US citizen living abroad. Since I live abroad, my address is NOT a US address even though I do have a US bank account.
Both payment methods for TurboTax mentioned above say I require a US billing address. I do not have a US address as I live abroad. Therefore, it seems impossible to file via TurboTax via a foreign address for anyone who is not military or US civil servant.
What am I missing?
Please state clearly that US citizens living abroad with no US address are unable to use TurboTax.
Same here. TurboTax lists 2 methods to pay - credit card or with tax refund. BOTH require a US billing address. Not sure how US citizens living abroad who are not military are supposed to pay.
Yes, you can file your tax return from anywhere that you have internet access. However, you will need to pay your TurboTax fees using a U.S.-based credit/debit card. If you are getting a tax refund the IRS will not make a direct deposit to a foreign bank--they will mail you a check.
