Is a 1099-R and a 1099-SA the same thing?
NO. But they are similar in that they report withdrawals/distributions from certain plans:
1099-R covers withdrawals from a qualified retirement plan such as an IRA or a 401(k)
1099-SA covers
distributions From an HSA, Archer MSA, or Medicare Advantage MSA
