Yes, the website restricted my question to this.
I bought TurboTax Deluxe, then decided I need TurboTax Home/Business. Done with Federal Taxes but State Taxes (California) keep downloading and do not work. Multiple times I have tried to access my state taxes.
I have paid for two versions of Turbo Taxes this year. TurboTax for home/Business is not doing my state taxes.

If you upgraded from Deluxe to Home and Business from inside the program, it should have only charged you the difference rather than for another full product.
As for the California download, are you using the Windows version or the Mac version?

I spun up a VM fresh install of Windows, fresh install of Home/Business and I was able to complete my return, including California state.
Apparently the Deluxe version leaves crumbs behind that prevents the Business version from installing state.
I filed a problem report. I hope this helps someone else. I’ve been using this software for 20+ years.

You're welcome, but it sounds like you found a way around it on your own. It's good news that you got it done! If there were Deluxe folders left behind when you installed Home and Business, it's possible that downloaded CA state files were going to a residual state folder in the Deluxe directory instead of to a Home and Business state folder. You can't have two different editions of the same tax year installed at the same time, so like you said, some residual Deluxe folders could have well caused the problem.
In any case, for future reference there is a way to do a forceful uninstall that cleans everything up, but since you have already succeeded, it's a moot point. But if anyone needs it, here it is:
